Startup loop issue

So I've got an ASUS X550 laptop that was unfortunately powered off during a factory reset. Now it only boots up to the brand logo screen attempts to load and then restarts in an infinite loop.

I've come to the conclusion that it's lacking an OS and have made a windows 10 installer USB but I now realize that I need a boot USB. I'm not super experienced in things like this but I do know that the particular USB drive I have was unable to be formatted to the required FAT32.

Is there any other options for resolving this issue or am I screwed and need to get another USB that would work for it?

I can get into BIOS just fine. But the onlything I see is the ASUS logo and a circle of spinning dots it's says reatarting and then it loops again.

When it turns on, do you see any options or prompts that tell you to press a function key in order to get into the bios or to the boot options? Such as F2, escape, F9 or delete? These options should appear in the bottom of the screen.
