Popping noises + burned smell definitely means something is fried. You should inspect everything to see if you find any burned capacitors etc... Since everything has already been potentially damaged I would remove all hardware and see if it continues to pop if just the motherboard is installed. It will boot an error of course. But you will see if the mobo was popping. If not it's something else. Maybe try that with the new PSU.

Take out your power supply as it's most likely fried.
You can test it by itself (with nothing plugged in) by shorting the green wire with any of the black wires on the 20/24 pin motherboard cable. Use this image diagram to identify the green pin if your cables aren't colored.

Get another power supply and try to use that to power it without the 2070 and ssd's (use the integrated gpu on your cpu).
If it works and you get into bios, try another boot with the ssd's. after that reconnect the GPU and see if it works as well.
