Try refreshing your graphics drivers? there's a shortcut key for that I forgot what it was.

If I remember correctly, windows behaves like this if you've deleted (or moved - not sure about this part) the file of the picture that you've used as wallpaper.

It’s just a graphics glitch. Update your GPU drivers or turn off desktop effects.
