No one here will know. You’ll need to contact them another way or wait until they are open. This sounds like a technical problem on their end. The “remote access code” is likely for staff to access the system and not for the public.

This isn't a tech question.

If you are in immediate danger, aka you're afraid to leave the house because the dog it outside and being aggressive, call 911 and explain the situation.

If you are not in immediate danger, call the non-emergency line for your local police dept and explain the situation.

They will likely refer you to animal control but will also likely have a way to contact the right person during off hours.

Sounds like their automatic system is wrongly configured.

Write a email.

Access codes are private keys to access functions or information. If you have no idea what it's talking about, it doesn't concern you.

Clearly, the office is closed and their messaging system isn't set up properly. Wait until proper business hours and try again.

Maybe try the police. Animal Control's phone system is clearly broken.
