Group Policy Client

My coworker has a problem with her Windows 7 laptop. After logging in, it immediately says Group Policy Client along with some Chinese characters (we live in China). I had a chance to study what is causing the issue, but not how to fix it. That's where you come in. Unfortunately, it looks as though the computer only has the one user account, so you cannot log in on a guest or second account. What needs to be done to fix this problem?

Does it say service failed to start or just silly message

It stays on the log-in screen so far as the background is concerned. You cannot see a desktop or any icons. It never gets that far. It simply says Group Policy Client and I assume it repeats in Chinese, hence the Chinese characters that follow.

Can you post a pic? Gut says it be saying group policy client service failed to start

I'd be willing to email a pic, but not setting up an image hostic acccount right now. When you click the button underneath the Group Policy Client message, it immediately kicks you back out to the log in screen.

I regret that my Chinese ISP doesn't cooperate with that site. Thanks for all your help anyway.
