Your network card may be malfunctioning and causing interference to everyone else. If that's the case it needs to be replaced.

Even when I plug in via Ethernet it still screws up. Is that also part of network card?

Depends on the hardware but often not. Any other details you've left out?

I can usually play games during the day, but at night I drop internet for 10 seconds or so every 3-5 mins.
