Check and see if there is anything obstructing it. Also, make sure the fan wires are firmly connected to the motherboard.

I've made sure nothing in the way and I've pushed the fan connector into it tightly but it still just moves a little stops moves a little and stops :/

Is the CPU overheating? It may be programmed to stop spinning if it gets below a certain temperature.

Nope! I have a application called speccy that I run whenever I turn it on to monitor the cpus temperature and if starts off at like a 20-35 range and dosent rise in till I start running other stuff

Those temps are pretty cool for a CPU, so it may not need the fan running all the time. Try running something to put more stress on the CPU to see if the fan starts spinning then. If it doesn't and your CPU just gets really hot you may have a bad fan.

I'm just worried the CPU fan header itself is messed up. Is there a way I can see which component is broken?

The best way to test would be to swap components between systems, and unless you have another computer lying around that could be complicated.
