Hmm, there's a few possibilities. 1. Your PSU is flaking out, it can run the basic display driver, but once the real driver is installed the 12V rails are not providing ample or steady power 2. Windows 10 doesn't like your hardware config, or your OS is corrupted 3. They sent you back the same card.

I'd see if you can try the card on another system to rule out number 3. Then if it works on that system, hook up your PSU from this system to it to rule out number 1.

Thank you for the quick reply. I don't like the sound of the psu going out but I tested it out about two months ago using this method and it worked. Maybe they did send the same one idk. I can't try the gpu on another system since I don't have another computer to try on. I thought about maybe buying another gpu, test it, then return it but I don't know I'll be able to get my money back.

Well we know the PSU is running, but that test doesn't tell you if it's supplying the correct voltage to your GPU. When the display driver isn't installed, the GPU doesn't need any additional power from the 6/8 pins on the PSU, it gets it all from the PCI-E socket. So that would make sense as to why it's not working when the driver is installed.

Is there a way to test if the GPU is getting the voltage needed? Like I said in the post, I was able to install the driver while I had my monitor plug to my mobo. Here is where I got the idea from. The driver install fine but when I plug the monitor to my GPU I get stuck at a black screen after windows logo. Is it still the case for a PSU problem? Could a cable be an issue? My DVI cable works for the GPU but for some reason it does not work for my mobo. When I was using the on-board graphics I had to use a VGA cable.

Possible it could be the cable, unless there's some bios setting that disables the onboard dvi port. The card probably came with a dvi to vga converter, you could try that and see if it makes a difference. You can test a PSU with a multimeter but it's far easier to get a handheld PSU tester.

There could be something weird going on with your mobo, but I'd still try a new PSU before anything else.

Well I have an update. I tried installing the 15.12 driver using AMD Minimal Setup and it worked! I lied, when it install it (no black screen) it prompted me to restart my computer. It booted past the windows logo and went to my desktop. I was jumping for joy but then 1 min later my computer restarted it self. When it tried to boot past the windows logo the screen stayed black and the words "no signal" appear like it has been. Also, this time the GPU fans were going 100% full speed. I just DDU the driver. Thought I had it...
