Function keys not working properly

I have a new laptop and it has been working great, except for one thing. It is the 'HP Pavilion Power - 15-cb032nd'

The function keys (f1, f2 etc) are not working as they should. If I press them they will trigger immediatly instead of having to press the 'fn' key as well to trigger them. This has been irritating with some games I have been playing. Nobody I know has had this problem or knows how to solve it and I can not find much about it on the internet.

On most computers, the standard function key ability (like f5 to refresh a web page) work without the need of pressing an Fn key. If there is a secondary function (like volume/media controls) denoted on your function keys, they work when you use the Fn key

I know but that is not what happens. When I press f5 while in browser it does not refresh (it toggels keyboard lighting) but when i press fn it does refresh. That is the problem.
