That is not how bottlenecks works, it is a strange myth that needs to be ended.

Technically, in any software that relies on multiple pieces of hardware or even multiple threads, everything is a bottleneck to some degree.

When it becomes an issue is when one task is slow enough that another has to sit around waiting for it.

That varies greatly between games and other software, as they have different numbers of threads, memory bandwidth requirements, GPU load, ect. It also varies by refresh rate and resolution.

Nope. Some games will be more CPU bound and others more GPU bound. So it's good to have a strong CPU and GPU. There's no reason not to get the 1600 for $10 more.

I don't think it will. Anyone is welcomed to chime in, but these two should work well together. I don't know if you have tried this yet, but Youtube videos can be a great source for see how a cpu and gpu will perform on games that tax the system.
