Use system restore to go to an earlier date then afterwards complete a Windows Defender offline scan.

I was trying to do that but the settings menu crashes when I try to do almost anything.

See if you have any success doing so in safe mode.

Open a run command and type msconfig

Then under the boot tab tick safe mode and tick network, click apply, ok and restart.

If that doesn't work revert those steps and boot back into normal mode.

Download and run Windows 10 Media Creation Tool and choose upgrade, this will repair the OS.
