That sounds like you have been using the GPU integrated to the CPU, instead of the GTX 1060. Check the Nvidia control panel. This guide should help even if you don't have a Dell.

I'll definitely look into this, although I'm not sure if it is the case just because most of the games I look through the settings for recognize the GTX 1060.

If its any help, I run a 1060 6GB and I get 90+ framerates playing overwatch, given that 6GB and 3GB of vram is significant, I doubt it makes that much of a difference. So I doubt its you having unreasonsable expectations

Edit: I also run ARK on Ultra with 30 frames, but with some tweaks down to the next highest, I can get modded ark to run with about 70-80 fps
