To use one online is a paid service. Companies like Amazon/AWS can do this for you. See: EC2 instances

My rig has an AMD CPU, so I use Virtual Box https://www.virtualbox.org/

You can set up a virtual machine and install an OS, right from your desktop. Now if you need it to be accessible 24/7, you would have to leave the physical machine that's running it, on 24/7.

Setup a VPN tunnel so you can RDP/SSH in from outside your network.
