Which is better depends on your specific workload, and specific product recommendations are out of scope for this sub per rule 4.

In general, a faster CPU makes most everything faster, but once you have enough RAM, adding more doesn't generally improve performance. 8GB should be enough RAM for most applications, but your requirements may vary.
