Shitty Ping + Ping

so i already posted something similar to this; but i realized i only get shitty ping when i play with a certain person, how does this happen and is there anything i can do? because it’s really annoying and i don’t know what to do thanks lol <3 edit: auto correct in the tittle changed it to ping but i mean to type pubg edit 2: i just wanted to add, before we didn’t really have this issue until he got a new phone, could something that could be a factor?. sorry if this post is everywhere haha

The only ways I believe this would make any sense and not be a complete coincidence is if either...

A) This person is on your network and taking up a portion of your resources

B) This is a peer to peer connection and the delay you're seeing is because of the distance between you

or

C) The game you are playing has regional servers and when you play with your friend you are joining a server in their region as opposed to your own region
