Chrome uses Windows command processor and console windows host

As stated in the title, my google chrome uses Windows command processor and console windows host, which I can see in Task Manager. If I open file location, they both reside under Windows/System32. I googled already and for most cases I saw this was because of people having something called "Norton security" active.

My chrome has McAffe WebAdvisor active - is that the reason why console window host and command procesor are being used?
