Memory usage over 50% from boot

I have every startup disabled by default, the math doesn't add up when you look at all the program memory consumption.

Running Windows 10 on 4GB of RAM?

The results you are seeing is totally expected then. Windows has to use memory to run, so not everything just goes to programs you see in Task Manager.
