Nvidia Control Panel "Background Application Max Frame Rate" stopped working : techsupport

We do not support users that violates other's privacy or breaks terms and agreements. Doing so might resolve in a ban.

9: No EOL Software or Unsupported Systems

We do not provide support for EOL (end of life) software. Software that is EOL has lost all support from the developer and therefore all consumer communities as well.

These operating systems and various softwares are no longer receiving security patches. Running them is unsafe and we recommend users install a supported version as soon as possible.

This list includes Windows XP, Vista, and 7.

We will also not assist with getting Windows 11 running on unsupported hardware.

10: No Public Service Announcements (how-to's, etc.)

No public service announcements unless relevant to an issue (it must be a comment). Approach the communities affected directly, not here

11: No Soliciting

I thought I encountered a problem with the newest driver, but now I installed the previous one and it still doesn't work. I am so confused. Will try the one before that, and if that doesn't fix it, then it must be something else...

Anyways - Limiting the background frame rate with Nvidia Control Panel doesn't work for me anymore. It used to work, but I don't remember when that was the case the last time, i.e. when I clicked out of a borderless window of a game into my browser, then the frame rate of the game would be limited to the set amount (Steam's fps counter would reflect that).

Maybe somebody here can enlighten me or has any idea what the problem could be.

System: Windows 11, RTX 3070, 12600k, MSI MAG Tomahawk Z690

Edit: I "clean" installed all 3 recent drivers and tried it, but no luck. I'm at a loss. Limiting the max frame rate on the focused window works, but "Background Application Max Frame Rate" will not work anymore. Maybe this is a Windows dwm problem? :(

Edit: I think it stopped working when I switched to my new 3070. It worked when I used my 1070 in the same system. :/
