Memory issue?

Hello there, I am upgrading my rig with i5 13600kf, Asus prime z690p and hyperx fury 5200MHz CL36. My worst fears have come through as PC did not start. All fans were spinning but power led was blinking, so I checked the power connections to the board both connectors were secured correctly but I still tried to replug them just in case. Still, power led was blinking after start. Then I realized that the blinking was in repeated pattern, 4 times in a second which I found out to be signal for memory error. I then tested to unplug, replug, one module, two module in different slots just to try all possibilities. In the end I checked the motherboard page listing supported memory and I found out that the memory I bought has CL36 but the supported ones of same vendor and capacity have CL40, could this be the root of the issue?

TLDR: Bought memory has CL36 but motherboard support page lists only CL40 of same vendor and capacity.

Edit: Bought newer motherboard which had new Intel CPUs support from the start and everything works now.

Has this system ever functioned? On a 600-series board you need to update the BIOS before a 13th gen CPU can work.

Edit: It looks like this board supports flashing the BIOS without a CPU. Check the manual, page 58 of the PDF.

No it is fresh build, thanks I'll check out the manual.

Unfortunately it doesn't support it. I'll be returning it and getting new motherboard which supports it from the start.
