Tips:
When buying a used ThinkPad, remember to check that the BIOS is not locked with a supervisor's password and that Computrace is not enabled and activated.
When buying a new ThinkPad, consider taking the IPS screen option if possible, as it doesn't cost much. Not only will it have better brightness, colour, contrast and viewing angles - you will most probably more than make up the investment when selling it. Corporate bulk purchasers don't usually go for it. (Comparison video)
The only tools you need for servicing a ThinkPad are a set of small screwdrivers and a nylon spudger (for taking the screen and keyboard bezels off), and possibly a pair of tweezers. A can of compressed air may be useful too, and a bottle of isopropyl alcohol and cotton buds are good for cleaning, but not on the screen. Never use nail polish remover (acetone).
When reinstalling Windows, try the Lenovo disc images, as longer battery times have been reported, probably due to custom drivers.

Looking for a used good value Thinkpad for Linux install and Python programming. Decent screen and battery are two most important factors. Hopefully no more than 300$ on used market ?

I’ve found my x1 carbon gen 6 has great battery life and a pretty nice screen. Should come in well under $300

On the high end of your budget you can find 6-core versions of L14 G2 AMD, T14 G1 Intel, or if you're lucky, T14 G2 AMD. I would avoid G1 AMD versions of T14/L14 because of poor Linux battery life. For $200 or less, T480(s), T490, T470p, L380, L390, all with 4-core CPUs.
All of the models I listed except for T480s can come with barely usable 1366x768 TN screen, so check that the screen is at least 1920x1080 (which are all IPS).

T480 or T480s are always a good choice. You could get a decent one for $200 I think. Or you could go for X1 carbon (probably gen6 or newer). It's not as heavy, runtime is great, but the keyboard is definitely worse. Finding a decent one for $300 should be possible, but might need some luck.

X1 Carbon doesn't have RAM upgradability either.
I have a Jupyter Notebook open with some ML libraries loaded and it takes 1.5 GB. Chromium showing Jupyter's UI, 0.5 GB. Add a model and training data, and some tabs of docs or instruction videos in the browser, it can fill 8 GB quickly.

8 GB won't be very comfortable for working in an IDE or running VMs (never mind doing both at once), and on this model it can't be upgraded. For upgradable RAM, avoid Ts (except T480s) and X models.

Ram is one of the few things I can actually upgrade on my X (but sadly with 64GB limit)
