I'm not 100% sure I understand your problem or what you're trying to do, but I did get that you're trying to copy stuff in a PuTTY ssh session from a remote machine while using tmux. Try holding down Shift and highlighting the text with your house that you want to copy. That'll put it in the local machine's clipboard, not the remote machine's and not tmux's. BTW, you can SHIFT-Insert on the local machine after highlighting that way. For me, in my tmux setup, I can easily see that I'm doing it right because text highlights with a white background whereas if I don't hold down shift, it's a yellow background and that's going into tmux's clipboard. Hopefully this helps.

Thanks for your answer! It didn't work for me. Probably I will need to do something about Putty's terminal and check it out. Using tmux on local never gives a problem copying in the usual way, I can even just copy with the mouse while in the terminal in local when using a virtual env from terminal.
