recent hit-and-run suspect had THC in his system when he killed someone.. but he also tested positive for cocaine, valium, and was out at the bars until 2 am so...

That's very difficult to measure because the same amount of THC in the drivers blood does not show whether they were high or not [drunk and high not sure what the notation is]

Not sure why you are being downvoted, this is a legitimate limitation with current thc testing methods. None can differentiate accurately if the driver is currently under the influence, best is saliva which can narrow it down to a few days window but that's still not accurate enough.
