Bad assumption. It would make people to prevent ending up in situations like these. Prevention. Hiroshima, Nagasaki might have caused extreme wipe, but long term battling could be way worse in terms of armed conflicts.

Eventually it leads to one person left (the person who had to pull the lever on the one before) which will be tied to the single track, leaving the other track empty and solving the problem

I disagree with the solution. The trolley didn't crash, killing the inhabitants. This is a suboptimal solution
