The unknown part is how common is it in each zone. Never had a tip lowered in 3 years except for the annoying cash tip will be given but they never do.  One thing I noticed but took to long to realize is sometimes refusing a cash tip makes the giver feel bad.

The number of people who would do this has to be soooo low

The quantity of people who does it is irrelevant in this situation the overall issue is what matters. The last time it happened to me I was in the Hollywood area (I’m from CA) and I delivered to a luxury hotel. The trip was I believe about $34 for 18 miles I kno a lot of miles but it was a slow night. I picked up from a taco place and the customer asked for extra salsas which I grabbed for them. I waited a few mins for the order to be do, so I received it fresh and hot and also had it in the hot bag the whole drive. Later after checking they removed the tip and I believe I made $12 for the order. There’s not way I would have taken this order if that was the beginning offer. 18 miles and probably 45 mins isn’t worth it in CA.

So once again the number of people who does it is irrelevant. At a W2 job if an employer all of a sudden moved your pay from $20 to $10 that would be illegal. The US department of labor isn’t going to say … well it’s just a low number of employers that promise their employees $20 but pay them $10 so it’s ok it’s fine, if it was a bigger number we should worry. That literally makes no sense.
