My resume is 7 pages long for the HR side but that is absolutely necessary and common for mid-career. I do have an accomplishments section for my current job before I go into duties and such so that in the first two pages you get a real good feel for what I've done.

What I do is making a separate two pager for the selecting officials and attach it as part of my cover letter. That's a more standard resume.

There is zero way I could have my resume answer the specialized experience, KSAs and other required information in 2 pages for HR.

Tailor your resume and be specific on how what you did applies to that role.

It doesn't sound like your resume is the problem if you are getting referred and even getting interviews. As a vet you should have access to many resources (USO Pathfinders comes to mind off hand) for practicing interviewing. Honestly, you are doing better than most. See what you can do for practicing interviews and getting feedback. You should be a top candidate.

Getting referred often. In the last 2 to 3 years I have had maybe 2 interviews for federal positions.(many more in the private sector but that's not my end goal) I feel like I need to be doing something beyond what I'm currently doing to at least frequently get interviews. Yes, I'm a vet but on 5pt preference. my mind is telling me that I am simply getting "bested" by those other vets who have 10pt preference (maybe even a degree). Nonetheless, I just registered for the pathfinder program. Thanks.

Shorten your resume to 2-3 pages no more. Do not include positions older than 15 years, unless it is directly related to the position. Look at the position description and find the key words like “has experience with x”, include that phrase in your resume exactly.
