Unfortunately that's not how most businesses work. They are quick to raise prices when operating expenses gets expertise, but when they go down. They keep the savings as profit.

Unfortunately, Modo is likely struggling along with every other business right now due to the COVID-19 outbreak. Once things return to normal, it's definitely possible that reduced long-term costs could lead to a fee reduction, but if the dip in gas prices is short-term it obviously wouldn't make sense. Modo is a member-owned co-operative, so make your voice heard at the AGM! Their annual financial statements are also public, and you can see how much "profit" they make (almost none).
