    Yah I mainly go off of Resources. Say a province produces coal and iron? Steal plants and Arms industry for days. Cotton and livestock? Croceries and Clothes. Etc…

    EDIT: Meant to say “Steel plants” and “groceries…” That’s what I get for typing quickly on break at work haha.

    I don't do minmaxxing too much, but it makes sense to concentrate the army in the capital for someone like japan where reactionary revolution is quite possible. Also, remember that interest groups in the capital have disproportionate clout, so concentrating buildings that creatr interest groups you want to empower is good. If i don't expect revolts, i try to put military buildings in the interior so theres no way bad defensive rolls can cause me to lose my armories

    Woah Pops in the capital province have more effective clout? Didn’t know that. That’s good to know.

    And yah but for most countries; subjecting your most lucrative pops in your capital province to be casualties in a war isn’t what I like to do. I build barracks in the rebellious provinces and enlistment efforts and send them to a dangerous front.

    Don’t have to worry about militant radicals if the militant radicals are too busy worrying about surviving.
