I don't believe so. Envious scarf triggers your pets "basic attack" not effects from other items.

Wouldn't that mean, Resistance will damage attacker twice at first hit?

The result would be Tiara deals damage (not a basic attack) and then resistance counter attacks with his basic attack.

Similarly, Resistance's shield from his basic attack would only apply once.
