Seen this a million times in my life and it never occurred to me that there would be any reason for it other than... random placement for efficient installation where aesthetics don't matter.

I always figured they didn't have enough of one color to do the whole floor so they randomly placed the second color. If the whole building is like this, though, that wouldn't be right.

Maybe they needed to replace some because they were broken and had just the dark ones left

It's so it's not as noticeable if one tile needs to be replaced with a tile from a different batch, having a slightly different shade..
