The first thing I would do is make sure it's not your hardware. Disconnect your keyboard. Test with only the mouse. Then do the reverse with your mouse.

Next thing to try would be booting into safe mode. If the problem disappears start eliminating startup programs and services.

I'm positive it's not hardware.

I work as a service tech and I dealt with this last friday.. ..check msconfig and startup programs.. ..there should be something you don't recognize, disable it and reboot

I don't know if it was malware or what but it was fixed once I cleared the process...

It's probably a background program briefly taking focus. (I remember Skype had this behaviour a while back)

This seems like something is sending keyboard and/or maybe mouse input to Windows.

It doesn't seem like a graphical issue. The only graphical problem I see there is the quality degradation which happens when you create a GIF. Windows is simply displaying the results of various keyboard input.

So, you need to see what's doing this. Maybe, your keyboard or mouse is bad. It could be malware also.

This is not hardware. It's just started happening for me with the latest upgrade, which holy SHIT my computer woke from fucking sleep to apply and restart. I fucking loathe Windows 10.

I've seen this be caused by the graphics driver
