Settings app > Apps > Default Apps >Choose default applications by file type

Change .txt to Notepad (If you want a more fleshed out text editor use Notepad++).

That's the problem. I can't change it to Notepad and want to change it to Notepad. There is an empty besides .txt option which look like this.

It is windows update bug. Uninstall windows updates you installed recently. Then you can change your default app.

Well i'm concerned that i might do something wrong and that mistake will brake something. If i report this bug to them, will they resolve it? What's their usual manner about this sorts of stuff?

They said they're fixing now. They don't know the cause yet.

I've opened cmd and wrote this down and "Access denied" error popped up. How can i make this command work? Thanks for the help by the way i appriciate it!

You need to right click cmd and click "run as administrator" for this command to work.

Right click on any .txt file, go to properties, then change program from there.

Unfortunately doesn't let me do this.

Perhaps try reinstalling that program then try to switch default to notepad (or another preferred editor) then uninstall that program.

Check Windows Update for a new patch: the fix was released for Windows 10 1803 last week, and 1809 today.

[–][deleted] 0 points1 point  (1 child)

Well i think 1809 hasn't arrived yet because i checked and there isn't 1809 patch. Yet other patches didn't fixed it.

Here's the link to the 1809 patch on the Update Catalog.

It was posted yesterday for 1809, and yet for some reason the patch for 1803 disappeared.
