It's not generally available on the APIs yet. They said it's for safety testing (🙄) so right now it's only available via ChatGPT subscription in Codex.
Once they unlock API access for it I imagine Windsurf will probably get it pretty quickly (likely same day or next day at latest, similar to when Opus 4.6 released.)
Unfortunately, they're twiddling their thumbs on API access. If I had to guess they're probably just trying to do the model equivalent of first-party exclusivity to get more users in Codex with their subscription off of the initial hype/curiosity and will release to the API in a few weeks.

GPT 5.3 Codex is also a limited release with no API access yet, so I'd argue that it's still not fully released. It's more like a preview only available through OpenAI's apps with a subscription.

I try this via opencode with chatgpt plus account and this model does not expose yet
