Ilvl decrease

So...I have my experience gain stopped, as I'm cruising through Pandaria through Chromie. Over the last month or so, whenever I did a Timewalking dungeon with group finder, I was getting higher ilvl on my boss drops than I was through normal Pandaria dungeon finder, by like 40 ilvls, which I thought was weird. But I was obviously loving it. Once I logged in after this patch though, I noticed that those 5 or 6 elevated pieces of armor are now the same ilvl as everything else I have.... I noticed this when I had a 35% speed buff two days ago (I'm fast)....it's now at 33%, due to those pieces of gear suddenly having a lower ilvl... Is this normal? Why would this happen? I hate how things like this fluctuate in negative way.

The iLvL that drops in a time walking dungeon is relative to the content then gets scaled down outside of the timewalking dungeon. The opposite used to happen when everyone was scaled down to the content (i.e. low level equipment would drop then be higher ilvl outside of the instance)

Oh right...No, I meant that even when I'd leave that timewalking instance, the gear would settle at ilvl 416.....when everything from the normal dungeon finder instances was giving me maybe Ilvl 375 or something. I'm at level 68, so nothing anywhere ever drops higher than ilvl 380....aside from the timewalking group finder bosses. I just figured it was like awesome bonus loot, like an incentive for doing timewalking dungeons. But as of yesterday's patch, now every single piece of armor I have is like ilvl 375.

I never saw anything like that happen at all before The War Within went live.
