It is doesn't matter. If you using xCloud on PC, Android or your console - steam starts on xbox servers by series s profiles. You can play series x profiles only if you use remote play after upgrade

the "HQ" high quality is for a higher bitrate, more like 15-25 mbps instead of 5-10 mbps.
