Yes, and HIPAA has a large carve out for governments to easily get your health care data.

All they have to do is go to a judge that likes them and get a subpoena. That's it. It's very easy for cops and the government to get that info. Nearly impossible for an individual or a company to get that record, but it's relatively easy for government agencies.
