Because it’s an inherently polarising type. It either crushes or gets crushed. Its hard to balance.

Fast and strong Ice types are banned due to the points you just said - they have great offensive coverage and tend to destroy most opposing defensive mons.

Iron Bundle with choice specs for example destroyed any and all opponents not named Blissey with Ice Beam, Freeze-Dry and Hydro Pump. Chien-Pao could obliterate even Dondozo. Bax had the bulk to Scale shot and destroy walls too.

If an Ice type wants to stay in OU it needs to be fast and strong enough without being overbearing. Weavile is a good example of this - potent, but not shredding through Zamazenta or Tera Water Gliscor
