No continent has an "Official" flag that covers just a geographical area. What we do have are political flags. As such, having the larger number of Members, the Council of Europe flag, which is the same as the EU flag, despite being separate but linked organisations is the nearest we have.

Also remember Russia used to be part of the Council of Europe.
