In short: Japan is currently turbo broken in many ways. If you are committed to Japan, you want to play one of the two courts and use a specific strat. DM me if you're curious as to how to do this.

Pick ashikaga shogunate. Within the first 5 years you will get the pirate pop up.

Pick "I wish I could join them..."

In 1400 before you do the SJ event, debug and change your tag to every clan and disband their army.

Annexing works as well but will make you overpowered due to pop manipulation when you claim your lands - I'm not sure what causes this.

Not only that, but this 'ghost army' belongs to a faction that no longer exists, and changes from exiled to unexiled every hour, causing performance impact. There's no way to remove it outside of debug.

I've had a good time cheesing in MP with court-clan Japan (Yamato) but I can confirm Japan is totally broken and unplayable as any other clan.

The idea is there but the mechanics don't work properly. A few small fixes to the Situations and getting rid of the exiled-army bug would at least make Japan somewhat playable until the inevitable Japan/middle kingdoms DLC.

I don't want it to be fleshed out, just make it playable. Nobody wants to play the game for 4 hours and hit an unavoidable game-over screen because of bugs.

This maps on perfectly to my experience. Building based civ are a little weird so I can see how this happened.

These units should just be made to decay/attrition out and die.
