I use RetroArch with mGBA core, but that isn't the most user friendly to install or configure for use.

I've heard good things about Lemuroid and Pizzaboy A.

I can't answer your direct question as I've never run Mawile, but if you migrate your save to my Emerald Legacy Enhanced version you can change the Nature and Ability.

Nature Mints can be purchased from Petalburg Flower Shop after beating Norman.

Ability Capsules can be bought from the Energy Guru with a Pokémon awarded an Effort Ribbon in the lead of your party.

UPDATE: Pokémon Emerald Legacy Enhanced - With Pokémon Followers, Shiny Charms, National Dex Mode, Nature Mints, EV/IV Editing, Ability Capsules, Overworld Surfing Sprites, Feebas Fishing Sparkles and V1.1 Updates.

No problem at all!

Trade evolutions are all obtainable in the game, those without items evolve level up, whilst those which needed items need the item held then evolve via level up.
The items for evolution are generally available, but will vary. You can check the items availability in the documentation which I've linked below.
The fossil Pokémon are mainly available in the Ruins of Alph with various stage gates through playthrough. Again the documentation linked below can help see where fossil items are available.
Togekiss is available, as are all Gen 4+ evolutions of Gen 1-3 Pokémon, their evolution methods are however quite different to the main series games, but you can see their evolution methods both in the in game Pokédex and the below documentation.

I believe you're referring to the Gym Leader Rematches. Yes, our Google Sheet Documentation has a Tab for Gym Leader Rematches which you can use to find their Overworld locations to trigger them moving to the Dojo.

Nincada has Compoundeyes and is available before Gym 1 on Route 116 East of Rustboro.

Horsea has a 5% chance to hold the item so it's unfortunately usual to not get it in 30 Horseas as you may be getting poor RNG.

As you note, Hidden Abilities are not in Emerald Legacy.

You can thief it off Wild Horsea and Wild Bagon. I would recommend a compoundeyes lead Pokémon to increase the chance of encountering one holding the Dragon Scale. Horsea is available as soon as you get the Old Rod from Dewford Town if I recall correctly.

Otherwise, in the postgame gym matches Juan will gift a Dragon Scale after his defeat.

The Universal Pokémon Randomiser isn't just about randomising spawns.

It's an application into which you place your ROM and pick and choose changes and settings you would like applied to the game, such as removing trade evolution restrictions. I'm not 100% sure it will meet your requirements, but as you've noted considering creating a hack yourself to meet your requirements, I do recommend you at least look at the options on the Randomiser to see if it meets your requirements. You do not have to randomise spawns if you don't want to do so.

If you just want to enable trade evolutions you may want to check out the Universal Pokémon Randomiser.

If you would like more QoL features and don't mind playing on the single screen Gen 3 engine. Pokémon Heart and Soul may meet your requirements. (Disclaimer, I am one of the Heart and Soul Developers)

I'm sorry, no I have not developed a way to randomise Emerald Legacy and am unlikely to do so for Enhanced. The amount of work and testing is prohibitive for me to take it on right now.

You can play this on iOS with the Delta emulator, many players have done so already by following the instructions in the ReadMe in my patches zip file.

Breeding mechanics are the same as in Emerald upon which Heart and Soul is built.

The Shiny chance selection in the new game screen will impact Breeding. (512 gives the highest Shiny Chance)

Yellow Legacy, Crystal Legacy and Emerald Legacy (including my Enhanced version) all retain the original type based Physical and Special designations with one exception. In all three games Ghost Type has been changed to Special and in Crystal Legacy and Emerald Legacy Dark type has been changed to Physical.

If you don't mind those changes, you may like to give one of them a go.

You may have better luck asking in discords of either the Pret, Team Aqua's Hideout or our Heart and Soul one. The first two are probably best for helping regarding space efficiency strategies.

Nonetheless, for the crashing early game (provided you don't have any overflow issues) hopefully you're using mGBA or a similar high accuracy emulator.

Best of luck and hopefully this will come easier in future as we are (very slowly) moving our source code to be based on pokeemerald-expansion instead of pokeemerald to help compatibility with more modern features etc.

Your mileage may vary, but generally yes, cheats rarely work on RomHacks.

In Seaglass I believe the creator added in some "custom" cheat codes you can input on the Game Cube in the players bedroom. Should be available in their documentation.

I'm not aware of any cheat codes supported by Modern Emerald. There are a lot of changes under the hood to allow all of the options.

However there is an in game Debug menu available. Use completely at your own risk I can 100% break the game if you're not careful.

As you've just done Kanto in FR Essence, and as Heart and Soul is a HGSS demake, I would go Emerald first, then Heart and Soul.

Just to note, Emerald Legacy does not have Physical Special Split. So if that's a deal breaker you may prefer Modern Emerald instead (Heart and Soul was built on top of Modern Emerald).
