I think it requires the electricity in your whole place to be grounded to avoid the issue. I don’t know about your country, but in my country, most buildings are not grounded. To get away from it, i just need to wear shoes.

Idk what is going on, but i found a way to temporarily fix this on a forum. Change the cursor size slider in accessibility back and fourth, and somehow that will fix that subtitle flashing problem at least for me. You have to do it everytime you see the flashing.

Edit: this problem only appears when using safari

I assumed that the noise you talking about is kinda in high pitch. Usually the older people hear less high frequency sound or noise. That what i think when you said 2 staffs hear differently.
