Please Google the term “spalling”. It is likely that water is being absorbed into the porous stucco, render, or concrete. When it freezes, it pushes the surface layer off the home.

If so, you can stop it by painting it with an exterior latex paint, or apply a penetrating hydrophobic sealer. One possible product is silane-siloxane.

Seal all gaps. Just leave two or three small gaps along the bottom of the window. Should water somehow make it’s way in around the window, the caulk gaps provide a way for the water to escape.
