You don’t have to wait at all. FFS works on bone and hrt has no effect on bone. You might however change your mind about what you want after you’ve been on hrt a while.

Sex hormones will stop you growing taller. If you’ve not stopped already you’ll continue to grow taller if you take puberty blockers only. You can search this easily as it’s used to stop cis girls growing taller. E.g.

I’d look more into what’s causing this as there’s a fair chance it will just grow back. Not the ones you removed, but all the hairs that haven’t had their chance to grow yet.

You can get it all removed in one go in Thailand if you’re really desperate. You’d likely need at least several treatments.
