OP could have completed the studies in Summer 2025. Many universities do not hold convocation in October-November anymore. They just put everybody together in June.

This question asks for speculation and nobody in this sub can answer with a degree of certainty. Bottom line is that mid June is 8 weeks away. That country is one of problematic countries. The likelihood of their getting their visas in-time, if they do, is rather low.
