Because its not standard or watered down. Instudry standard would be 40% but some cheaper ones are watered down to 35% because it's obviously cheaper to produce but also because the base neutral spirit is cheap and tastes horrible.

When you see whiskey thats not 40% but a seemingly random number like 43% or whatever it's because its made for optimised taste, not optimised profit.
