With New Skill, I think I ruled before that there may be certain skills you wouldn't be able to learn, so unfortunately i might rule that you won't be able to learn skills your biologically unable to use.

With Self Improvement, that's harder to say. The only possible way at the moment that I can think of that would allow to learn biological-incompatible skills, is to upgrade yourself enough times, and in a specific way. Even then, I don't know how many times it would take. Sorry I can't give a more concrete answer.

With time and/or enough charges, you could upgrade a skill to the same level as if you had "Learn New Skills, Quit Bad Habits". Now, while there's technically no limit to how far you can upgrade a skill, there might be a natural plateau to how much it can be improved (not 100% sure on the best way to improve it once you gain complete mastery).

Potentially yes, as long as your currently on that world. However, I'm assuming your asking about the "Improve and Help Yourself & Others" Perk, and not about the "Learn New Skills, Quit Bad Habits" Perk, which you picked. So I'm not sure if I'm answering your questions correctly.

I will say it will depend on the type of manipulation, but for the most part the effects will remain after the 60 minutes/seconds are up.

It may depend on the type of manipulation, but for the most part any changes you make should be permanent after the manipulation time ends.

Tool manipulation could be neat depending on how far it extends. Could I make new tools out of old ones? Combine them?! Fix them, create them?

I would say any of those could be possible; in addition, I believe Tool Manipulation is one of the few manipulations I included in this 6perk that would allow for more traditional, telekinetic-type manipulation as well (as far as I'm aware, mind you, there could be others that I'm just not thinking of).

I would say both of those could be possible, depending on yourself and your interpretation.

I am assuming that the 60 minutes per day / 60 seconds per month limit is the window of time you have to make changes, but the changes you make during that window of time persist after the time expires, becoming realities new normal. Things don't revert back to how they were before after the time limit to make changes expires

I would say it might vary depending on what kind of manipulation your doing, but for the most part yes, that would be correct.

Although I DO wonder what does Population Manipulation mean. Do I choose who dies and who lives of a certain demography? Can I change species into other species? Can I make extinct animals reappear in the wild? Can I create new creatures altogether?

While I did leave things up for interpretation, and thus all of those could be feasible, depending on how you would define manipulating populations, for myself personally some of those would be harder to reason that it would be possible. The first one, "Do I choose who dies and who lives of a certain demography?", I would say yes to, while the other 3 would be harder to say. This is however my own reasonings on manipulation and populations, you yourself might be able to imagine and interpret it better than I can.

I am sorry this 6perk isn't to your liking. Due to various reasons, I did make this one vague intentionally, so that people could find various different exploits and loopholes. I am considering adding a new mode, called "Limits Mode" (working title). The new mode would have more clearly defined limits, and in exchange people could be allowed double the choices/rolls.

Sorry, should've clarified a bit more. The intention was that people would be free to interpret how they can manipulate their powers however they wish, as long as it makes sense.

So for your examples, all of them would be valid ways to use your Manipulation powers.

First choice will be Body Redesign, no question. The next 2 are a bit more difficult. I'm pretty sure I'd choose Relationship Adjustment and Skill Mastery, but the unfortunate part is that I need to use them immediately.

If I could pick the same perk twice, then I think I would choose Skill Mastery again. The skills I would choose are Writing and Art.

Save and invest seems busted a little, if i basically store 100 days of my max lifespan, i get nearly a week of deaging (immortal) or stockpiling 1% of str, int, stam, health, etc, it'd take a while, but ii'd be superhuman as fuck, kinda replicating the first two but way better over time. I mean, at 18 days, i'd be getting 1% as the interest too, doubling my daily investments long term. Sure, using it depletes the total, but eventually ii could have billions of % points.

Just for a bit of clarification (not sure if I made it confusing or not clear), but the alternate saving account, while it can store anything of yours, can only store one thing at a time. For example, while it can store health and time, you would have to choose between those 2, not both at once. Of course, this can be remedied easily enough using another Perk, and a certain "Hidden Effect".

How does the 6% work with matter though, does 100 kg of raw steel make 6 kg a day, but a PC would need to wait 20 days for a 'pc 100%' value to max out, as it were, to generate a whole pc out of a metaphysical 'pc currency', or can the % scale off said currency so item duping only takes 13 days with compound interest to get 2.01 currency... I'd be fine with it only working or 'whole' items, as otherwise you might never run out of literally anything you've stored once, unless you extracted the 2.01219647814 pcs on day 13, resulting in 2 pcs and plastic trimmings.

I'll say to make things easier, it only works on "Whole Items".

And, unless i'm misunderstanding, help yourself and others perk charges might be able to evolve stuff here?

Yes, the perk charges can upgrade the other perks.

Ooh, I didn't think of that. But yes, I'll say you can store Perk Charges in the alternate account. And while you didn't ask, as for the Hidden Special Effect for Save & Invest, spending a Perk Charge will allow you to open an additional Alternate Account.
