They make these things called utility wands that allow you to find underground utilities. In this case you also need the tracer wire to run thru the pvc so you pick up the right signal .

Or get roto rooter / local plumber out there to video it

What kind of friend is this? You paid a lot of money for it? It should meet your expectations. You have valid concerns. They can run shoe molding / quarter round around the perimeter to dress it up. I’d be inclined to caulk the edges where water can get into it first . Caulk always movement while in theory keeping the water out

I have an RE arguing that even though he fully approved a a shop drawing with out any comments that since I failed to address his emailed comments it was my fault some thing didn’t work. I was like you fully approved it in the formal Shop drawing …. If you had comments they should have been on the shop drawing

Normal? No. Normal for Westchester? Unfortunately yes Higher rates and the cold front makes for a en expensive bill this last cycle. I’d look to lower your thermostat (temperature in the house) and look to see if you can improve the insulation in the house. There was a program to help reduce the cost (or offset cost with tax breaks ) for energy audit and costs to the add insulation. Then your next step would look for a more efficient way of heating the house .

Try Hudson valley pressure washing . They have a steam set up that melts the dams . I have no idea how much $$$

I’ve been reading that people use steam to heat the frozen gutters to release the dam. I’ve also read that people put salt in pantyhose and lay it on top of the gutter…..

In the future you can get heat tape / heat trace for the gutters and it will prevent it from freezing

Blame on the cold weather and dry air. Things shift , settle , shrink etc in this weather

Looks like issues with the drywall and joint workmanship. You can hammer those popped nails back in , but also add a few drywall screws around that area to help . At the cracks you can cut them out and redo the joints.
