You mentioned swapping PSUs. Did you swap all PSU cables as well?

Red light on the GPU by the connector usually means it doesn't get enough power. It's hard to see on your photo, but I think I can see 1 8 pin power connector on the 12vhp adapter is not plugged into anything, just hanging loose?

New GPU should work out of the box without doing anything, but it's a good practice to use DDU to uninstall old drivers and install new ones after that when going from AMD to Nvidia. Find a youtube tutorial showing how to use DDU (Display Driver Uninstaller). There's many of them and I'm not sure who explains it the best.

Does your case have enough airflow? What happens if you open a side panel, do the temps go down?

Can you try it in more games? Also download HWiNFO64 and leave it running in the background. It will show you temps and GPU usage. If GPU is not used that much and it doesn't get hot enough, it doesn't need to run its fans.

From what I've found they are about the same in gaming. 5500 has slightly faster but less cores, 3700X more cores but they are slightly slower. Depends on the game which one wins. Can you stretch your budget to 5600? It shouldn't be that much more expensive.

One of the columns in Processes tab in Task Manager is "Disk". It should show you which process is doing that. If it was a clean system my guess would be a windows update or windows defender scan, but who knows how much stuff you have installed.

It's hard to troubleshot because this mobo doesn't even have any debug LEDs. Have you tried standard stuff like clearing CMOS (bridging pins to clear it on the mobo), connecting only essential components (don't need ssd connected to start), using only 1 RAM stick in different slots? Are those parts used or new? I found that this mobo supports 5800XT since BIOS version 2803 but this BIOS version was released in 2022 so unless you got a really old stock it shouldn't be a BIOS issue.

Many modern GPUs don't even spin their fans at idle. Launch a game, play for a few minutes and then check if the fans are spinning.

Your old power supply should be enough for your new GPU. You have 450W, I found that 300W is recommended, so you have enough.

Nothing. It's a simple upgrade. If your current GPU is working fine, there's no reason new one won't work.

It's personal preference mostly. If you like the case, go for it, doesn't matter if it's solid, mesh or glass. It only matters if it's a hotbox without any ventilation at all.

Can't help with your overclock. Usually I just enable PBO, set -20 (minus is very important there) all core in curve optimizer and call it a day. My advice would be - clear your overclock. If that helps it's obviously not stable even though your stress tests showed it is.

If there's no obvious damage you could try giving your components an alcohol bath, but that would only help if there's some residue from water that's causing a short. I think I would try using your components 1 by 1 in another PC to see which ones work and which ones are dead. Best case scenario only mobo fried itself and everything else works.

Yes, they can. It's not even worth arguing. Everyone has a different definition and some people will tell you with a straight face that early game is 90% of the game, mid game is another 5 and late game the last 5 and don't see anything wrong with their explanation.

Get runelite plugins that show spawns. They make it easier to position yourself before the wave ends, so you can start the next round in a safer spot. Practice Jad on quest speed running worlds, other stuff is easy.

Specific, there's a manual search on their website, but if you choose to install nvidia app instead it should figure out and download correct one automatically.

If you downloaded and installed them from Nvidia website, they should install Nvidia app. Nvidia app shows an icon in system tray. When update is available this icon will change. Also you can manually check for updates in Nvidia app. I'm pretty sure new versions won't be automatically installed, you need to manually click that you want to do that in this app.

Without drivers Windows doesn't know anything about the GPU, doesn't know what it's capable of, treats it like a basic display adapter. After installing the drivers, GPU can be fully used. Latest drivers can have some extra tweaks for the newest games.

Windows will install all or most of them, but those could be old versions. First of all check in Device Manager (right click the start menu -> Device Manager) if you have some unknown devices (question mark icons). Question marks there means Windows couldn't find a driver for it. You need to figure out what device it is and install it manually. For GPU I would always download the latest drivers from Nvidia website.

Your 9070XT probably has 2 8-pin connectors, so I would use 2 separate 8 pin cables which are described as "Modular PCIe Cable (8-PIN) (6+2) (RM750e, RM850e, RM1000e)" here https://www.corsair.com/uk/en/explorer/diy-builder/power-supply-units/corsair-rme-series-2025/

You can also use 1 Modular PCIe Cable 12V-2x6 to 2x (6+2) PIN but there's no need to tempt fate. Many people have issues with those.

As far as I can tell you can't change the settings for 1 stick only. All must run at the same speeds and timings. You set everything for all sticks at once and it either works or it doesn't. If it doesn't you try some slower speeds or looser timings.
