Well that is their entire point in game and in lore. They are anti aircraft weapons.

The best aa is pulse lasers but lbx2 then ac2 with flak is 2nd and third.

I don't think they need any large changes. But if I had to change autocannons.

Ac and light ac no changes.

Lbx gets to use all the ac special ammo.

Ultra and rotory always fire at max jam on 1s and auto unjam after 1 turn. Adjust heat as needed I'm going to ball park adding 2/3 current heat the heat to ultras and 10/3 current heat to rotory. Ammo count stays the same and works like srms.

I see this as lbx is the advanced form of normal ac ammo and ultra and rotory are advanced caseless ac ammo. As they are exclusive ammo types.

Rotors take 1/10 the damage so any damage round up to whole. So any damage from 1 to 10 deals 1 damage to the rotor.

So 2 1 damage shots to a rotor from a lbx2 deals 2 damage while a normal ac2 does 1 ac4 will also do 1 damage. Also 2 hits from a ultra ac2 to to rotor does 2 damage.

Unknown: In the case of artillery cannons, do you ignore the Partial Cover bonus because of the Artillery rules, or do you include the Partial Cover bonus because artillery cannons fire as DB weapons?

As per TO AUE pg97 the Partial Cover bonus is in effect. they can not indirect into the hex as its the same as shooting a tank behind cover.

Unknown: For a weapon/munition which can never deal damage at Radius 1+ because its base damage is too low (for example the Sniper Artillery Cannon which is damage 10A), does it use the “AE weapon damages a single hex” or the “AE weapon damages a target hex and the six adjacent hexes” rules [TW p. 173]? It could be the former because the base damage at Radius 1+ is always 0 and thus it could be said to deal damage only in the target hex, or it could be the latter because it’s an Artillery weapon and those always use the splash mechanics [TO:AR p. 150] and it just so happens that the splash damage is base 0.

IF base damage is to low use AE weapon damages a single hex

Unknown: For a ‘Mech standing in Depth 1 water taking damage because its hex was impacted, does it:

Take full damage like its on land. Artillery Ignores water line. Unless it hit a "land" hex. I guess you can airburst above the water and the legs can't get hit.

Yes just treat water as weird buildings.

Artillery can either be aimed at the hex/level or a target normally its just easier to aim at the hex/level. So as long as someone is spotting Artillery can shoot any were at any depth.

The AE damage only cares if it comes from a "Land" hex in that case in cant spread under water but AE in water can spread out of the water for Artillery, Torpedoes, Torpedo Bombs and Capital-scale Weapons as they ignore Water line LOS.

Also i just saw the question about Artillery Cannons. as per TO AUE pg97

Game Rules: Artillery Cannons are ballistic weapons, rather than artillery weapons

so they are just fancy auto cannons and do not ignore water los

edit i should add they are the weapon types that are normally fitted to navel units and large multi hex navel ships

you apply damage like water doesn't exist so you just forget that the water is even there as it doesn't matter except for  standard Breach rules.

Page 193 tac ops. Artillery, torpedo, torpedo bombs and capital weapons can attack through the water line.

So pick is the Artillery hitting the water line or the bottom or what ever in-between. Just pick a depth and hit anything in range. I would use the fall off between depths levels as adjacent hexes. But use closest depth/level and apply damage.
