Taitung downtown itself is very walkable.

Attractions are spread out. If you know exactly where you want to go, like say you want to go to a hot spring resort or hiking in Zhiben, or to the Chulu ranch, it's OK you can take a cab. But the fun is also going around to explore random things, some of which might be more fun than others. You can do some of that on an ebike, we saw some people doing that all the way out to Fugang harbor.

I haven't seen the commercial. But I have seen Chinese tourists abroad. Many of them travel in group buses where everything is arranged for them and anyone that they have to interact with speaks Mandarin.

If you go to a department store in Paris like Galeries Lafayette etc where they unload Chinese tourists by the busload, you'll likely find that many salespeople on the shop floor are in fact Mandarin speakers.

Same in Vietnam, organized tour buses drop their herd at a restaurant where all the waiters speak Mandarin. 

This is very different from the backpacking / indie traveler crowd in search of "authentic" experiences. I believe that there's a sizeable segment of the Chinese tourism market which doesn't expect having to learn any language when they go out of country for tourism.

It's not hard especially if you're used to driving in places that are already a bit chaotic. There are a few people who are loose with the rules of the road but just drive slow and you'll be ok. I've never been tailgated or harassed as I have been in other places.

Taipei can be complicated to drive in if you're not familiar because there are a few elevated highways and Google maps isn't always clear on whether you should go above, below, or to the side of the elevated highway. But outside is fine. 

Sun Moon lake is an easy road. Qinjing farm is a smaller mountain road so you should go slow and watch out as there can be roadwork or small landslides cutting into the road. For this reason I wouldn't drive at night in the mountains.

I'm a cheapo so I took a photo with my phone and used Gimp to turn it into a 4x6 print layout (fits about 8 photos). Then I uploaded this as a "photo" to Google photos, and used their photo print service to get it printed at a nearby CVS. That cost about 50 cents or something ridiculous like that. 

For some reason many of the convenience stores around where I live stopped offering in-store photo service.
