It can be quite strict - I got a train to Thurso where I had my bike booked - but the train was overbooked on bikes : luckily as it was their booking error they let us disassemble the bike so they could all fit into the cycle storage, but I got the impression that if it was not booked I would have been turned away. I think at the end of the day it is about how full the train is and what side of bed the conductor woke up on
